Are Google Local Services Ads Available for Your Business in Canada?

Which categories qualify for Google Local Services Ads in Canada, what screening involves, how per-lead billing works, and when to skip the format.

Local Services Ads are open to a short list of service categories, and if your work falls outside that list you cannot buy them at any budget. Google states that "at this time, Local Services Ads are available only for certain service categories" in its Canadian getting started guide. If you do qualify, three things separate this format from a Search campaign: you pay per lead rather than per click, you have to pass screening before the badge appears, and Google says screening averages three to four weeks once your documents are in. Treat it as a separate channel to test, not an upgrade to the ads you run now.

Does your category qualify in Canada

The categories Google lists on the Canadian version of its getting started page are appliance repair, carpet cleaning, cleaning, electricians, HVAC, junk removal, lawn care, locksmiths, movers, pest control, plumbers, roofers, tree services, water damage, window cleaning and window repair. That page links to an eligibility check, so confirm against your own service area rather than guessing from the list.

Two carve-outs are worth knowing before you apply. Pre-badge ads, which let you receive leads while you finish onboarding, are not available for garage door services, health care verticals or locksmiths. Booking leads, where a customer schedules from the ad, are available only in the United States and Canada, and not in health care verticals.

Eligibility depends on your service category and location. Use Google's eligibility check before ruling your business in or out. Serving commercial customers does not automatically exclude you: Google's Canadian screening page includes services provided to businesses, including office cleaning.

What you are actually buying

Per-lead billing, not per click

You are charged per lead, not per impression or click. Google's how leads work page says prices vary by location, job type, lead type and bidding mode, and that message leads are typically priced below phone leads, because pricing reflects how likely the customer looks to book.

Three bid modes exist, according to Google's bidding help. Maximize leads is automated and recommended, with a suggested minimum budget of ten leads per week. Target cost per lead lets you set a figure close to what you expect to pay. Max per lead is manual and caps what one lead can cost. Google notes results take about two weeks to settle while the model learns your business.

You set an average weekly budget. Spending can exceed that average in a given week, subject to a monthly maximum calculated from your weekly budget and the average number of weeks in a month. Once you reach the monthly maximum, your ad stops appearing for the rest of the month unless you adjust your budget. Check the maximum shown in your account before committing a number.

A profile, not a keyword list

There are no keyword lists or landing pages. You set your industries, service areas and job types, write a business bio, and the profile is the ad. Your hours come from your Google Business Profile, which has to be public and verified.

What screening involves

Google's Canadian screening and verification page lists insurance, licences and background checks. Most categories require general and professional liability insurance. Tree service, water damage, window cleaning and window repair require public liability insurance instead. Licences are checked at the province or country level where local law applies.

Background checks vary. Business and owner checks apply to selected Canadian users. Service professional checks apply to urgent categories, named as electrician, garage door, HVAC, locksmith and plumber. Garage door and locksmith businesses also go through Advanced Verification, which the qualification page says may include video interviews and checks of business registration.

Gather the paperwork first. Three to four weeks is an average, and it starts when your documents arrive, not when you apply.

How Google decides which ad shows

Google's ad rankings page describes an auction weighing your bid against profile quality and how likely you are to generate a lead. The factors it names are your bid, your responsiveness to enquiries, the search context including service, timing and location, your relevance to that search, and whether you have enabled message and booking leads. Profile quality covers your rating, review count, average response time, image quality and the verification checks you have completed.

Two consequences matter for staffing. Missed calls can hurt your ranking, and where several of your locations serve the same area, only the highest-ranking one is shown. This channel penalizes a phone nobody picks up.

What you are not charged for

Google's lead credit page sets out where a charge does not apply, or is reversed.

  • Leads assessed as invalid or low quality at first contact.
  • Missed calls that end before 20 seconds, and calls where the caller hangs up before pressing a required menu key.
  • Follow-up contacts from the same number or email, while interaction continues within 15-day intervals. After 15 days without activity, a new contact can create a new chargeable lead.
  • Unanswered calls outside your business hours or active ad schedule.
  • Charged leads later judged low quality, which may be credited automatically. Google says credits are generally applied within 30 days.

If a lead seems poor quality, select "Rate this lead" in your account and complete Google's feedback survey. Google no longer credits leads flagged as "job type not serviced" or "geo not serviced", so set your job types and service areas tightly from the start.

A hypothetical to think through

Take an Edmonton pest control company with two technicians and an office manager who answers the phone until 4pm. Pest control is on Google's Canadian category list, but the company should still check availability in its service area. An unanswered call at 5:30pm can be charged if the caller stays on the line for more than 20 seconds and the call falls within both the operating hours set in the Google Business Profile and the active ad schedule. Check those settings against when the team can answer. That is a scheduling decision to settle before an advertising one.

Your checklist for this week

  1. Run Google's eligibility check against your real service area.
  2. Confirm your Google Business Profile is public, verified, and shows hours you can genuinely answer.
  3. Gather your insurance certificates and provincial licences in one folder.
  4. Write down what a booked job is worth, so a target cost per lead is a number rather than a guess.
  5. Keep your Search campaign running, and compare booked jobs from each channel, not lead counts.

Where Lumin fits

  • We assess whether paid advertising fits your goal, budget and the path from ad to enquiry, and confirm the intended conversion actually records before spend increases. See our paid advertising page.
  • We check platform availability, region, eligibility and account access before anyone promises a launch, which is the step this format rewards.
  • We compare results with the enquiries and customer outcomes your team sees, rather than treating every click as success.

We do not guarantee leads, sales or return on ad spend. For a second opinion on whether this channel fits, book a discovery call.

Frequently asked questions

Can I run Local Services Ads and a Google Ads Search campaign at the same time?

They are separate products with separate setups, and nothing in Google's documentation requires you to choose. The real constraint is your capacity to answer enquiries from both. If one line already misses calls, a channel that ranks you partly on responsiveness will make that worse.

How much do Local Services Ads cost in Canada?

Google does not publish prices. Its leads page says cost varies by location, job type, lead type and bidding mode, and that similar businesses' bids set what a lead is worth under the automated modes. Run the eligibility check, then compare the target recommended in your account to what a booked job is worth.

Do I need reviews before I can start?

Reviews are listed among the pre-badge requirements, subject to category rules, and they feed profile quality in the auction. Google's policy also notes that serious or repeatedly negative feedback may result in lower rankings, including not showing at all. Collect reviews before you apply, not after.
